These locations are currently eligible for a retention incentive which is available to all regular permanent Social Program Officers residing in Hard to Recruit (HTR) designated communities across the province. In addition to the re-imbursement of relocation costs (where applicable), the incentive program provides the following:
- Up to a maximum of $6,000 annual lump sum payment to regular permanent full-time Social Program Officers in the SPO R18 to SPO R30 classifications* OR
- Up to a maximum of $3,000 annual lump sum payment to regular permanent full-time Social Program Officers placed in the SPO Growth Series (SPO Growth to SPO R24 classifications) **
*Full payment of the incentive is based on regular eligible classifications (SPO R18 to SPO R30) working in an approved location for the full fiscal year (April 1 to March 31). A pro-rated incentive payment may be provided to candidates who work a partial year and/or part-time hours.

In 2019, the Province of BC announced a new strategy, A Pathway To Hope, that aims to address service gaps and to integrate service delivery for mental health and substance use services. As part of this strategy, the Ministry of Children and Family Development (MCFD), is expanding specialized services for children and youth with severe mental health and/or substance use conditions that require intensive services. The Step Up Step Down (SUSD) Outreach Service, will be composed of specialized clinical staff and outreach workers who will provide mental health and substance use treatment for at-risk children and youth through in-person and virtual outreach services.
The High Risk/Outreach Clinician provides short term, intensive clinical services including risk assessment, safety planning, crisis intervention and stabilization care plans for children and youth experiencing acute mental health and/or substance use challenges. The High Risk/Outreach Clinician provides urgent mental health care in community, using an integrated service approach, to reduce the need for hospitalization and provide aftercare to help clients return home to community from inpatient services. The High Risk/Outreach Clinician works closely with families and caregivers to support the implementation of treatment recommendations and the day-to-day care and supervision of children and youth experiencing acute mental health and/or substance use challenges.
Through consultation, the High Risk/Outreach Clinician collaborates with regional service providers and will build and maintain relationships with community mental health and substance use services, local hospitals and Indigenous agencies to support continuity of care and integrated service delivery for children, youth and families. The High Risk/Outreach Clinician will support the implementation and development of regional High Intensity Outreach Team services and the alignment of services within the A Pathway To Hope provincial strategy.

Preference may be given to applicants with the following:
- Masters in Social Work, Educational Counselling, Clinical Psychology or Child and Youth Care or comparable graduate degree at the Master's level, or equivalent.
- NOTE:If your degree was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services ( ICES ). You must provide a basic report by the closing date of this posting to be considered.
- Minimum of one year full-time equivalent experience working with children and youth and their families, with responsibility for providing a wide range of community based mental health services.
- Must possess and maintain a valid class 5 BC Driver's licence with no restriction or equivalent (i.e. from another Canadian Province).

- One or more years of recent experience providing services to youth experiencing problematic substance use and mental health challenges and their families/caregivers.

- Recent experience providing services utilizing a strength-based case management model and multi-disciplinary wrap around services.
- Applicants who self-identify as First Nations, Métis or Inuit with the required combination of education and experience.
